What is Crime Mapping & How Can it Help Solve Cases

Law enforcement agencies utilize crime mapping to help map, visualize, and analyze crime incident patterns. Operating under the Geographic Information Systems (GIS), crime mapping can be used to help police departments in reducing crime through a better-informed awareness of their surrounding area. With this streamlined organization of information, law enforcement management are able to formulate strategies in crime prevention, target resources, and gain a better understanding as to why certain patterns occur.

While technology has certainly aided in the development and ability of crime mapping, it is a practice that predates any computer. New York City’s Police Department has traced the use of maps at least as far back as 1900, with law enforcement using an enlarged representation of a jurisdiction with pins stuck in it. While this approach served as a beneficial resource at the time, the static nature of this format (and the advance of technology) led way to desktop computer mapping in the mid-1980s. This process now allowed individuals to reap the benefits of crime mapping with greater precision and with much less hassle.

Crime mapping is both qualitative and quantitative in nature. While a map most evidently demonstrates the location of criminal activity, it can also provide key information that suggests a theme or underlying trend to a topic. Investigators are able to view, for example, homicide victims by unordered categories such as race, sex, and age.

Crime tends to be influenced by a variety of conditions. Crime mapping is also useful in helping to illustrate and differentiate these causes and geographical conditions. For instance, some areas in cities, suburbs, or rural areas have persistently high crime rates – with this in mind, certain neighborhoods may have a permanent expectation for criminal activity.

Patrol officers benefit greatly from crime mapping. As professionals who spend a great deal of their duty on the street, they are able to reap the benefits of having up-to-date and comprehensive data related to their patrol areas. Using the information culled from this system, patrol officers are able to spot trends in their area, gain a better understanding of activity that has occurred during previous shifts, and develop a more global, macro view of significant developments that occur in outstanding cases.

Examples of crime mapping’s effectiveness are easily cited. For instance, in a McLean County, Illinois, case that involved rural burglaries, a crime mapping system was used to plot incidents on a country map. The data revealed that all of the reported incidents occurred close to major highways. That information led law enforcement officials to suggest the involvement of traveling criminal groups that specialized in burglaries. The findings also showed that these crimes occurred near cemeteries, which were thought to be lookout places. As a result, more patrols were placed in these areas, which eventually led to the arrest of members of a group called the Irish Travelers. Following the arrest, officials saw a sharp decline of burglaries in the area.

With over 2.5 million citizens currently in prison or jail, the United States criminal justice system is constantly grappling with one question: what causes criminal behavior? The search to determine what goes on inside the minds of criminals is an ongoing pursuit, but over the years many researchers have been able to come up with interesting and thought-provoking suggestions as to the origins of criminal behavior.

From Ted Bundy to Jeffrey Dahmer, there have been many public figures that have given criminal profilers much fodder for their research in discovering what makes the criminal mind tick. In most cases, these criminals feel as though they were justified in committing their crimes, and that their victims deserved it.

Social Circumstances

Many suggest that criminal behavior is formed out of social circumstances. The chasm between the poor and wealthy in society may have a great impact on someone who desires a certain kind of lifestyle that seems to be out of their reach, prompting them to engage in criminal behavior to get what they want. Studies have indicated that, with any race and culture, the segment of that population with the highest incidents of poverty also typically has more criminal behavior.

Psychological Issues

Social apathy has also been shown to be a common trait amongst criminals; if a person has reason to believe that they can get away with committing a crime without being punished, they are obviously more likely to engage in said criminal behavior. Stress and trauma are also factors that can influence deviant behavior. In many individuals, post-traumatic stress – be it from being a victim of a violent crime or witnessing said activity – can often lead to avoidant behavior, where the individuals exhibit personality traits such as social withdrawal, distrustfulness, and emotional distance. These warning signs often occur early on in life, and are not helped by an all-too-common response of ridicule or negligence from family, friends, and peers. If untreated, this avoidant behavior can lead to more violent behavior.

Physiological Trauma

Some theories exist that the criminal behavior is the end result of physical trauma to the brain. Researchers at the University of Iowa found evidence that suggested damage to the prefrontal cortex early in life could cause antisocial behavior such as delinquency, irresponsibility, and criminal activity. Their research showed that children who suffered damage to that region of their brains before the age of 16 months were not able to follow social and moral codes of conduct in their adult years.

While the investigation into what causes criminal behavior has no solid conclusion as of today, professionals in the field of criminal justice are making strides in discovering how the criminal mind works and it all starts with education. Without a doubt, the events of 9/11 and its ramifications have had a deep impact on the collective consciousness of the United States and its criminal justice system, with areas like homeland security going through the most apparent changes since the 2001 terrorist attacks.

Homeland Security

Homeland security took on an increasingly more prevalent role for both the U.S. government and the country’s general awareness. $10.6 billion from the Fiscal Year 2002 Emergency Budget Supplemental was poured into the effort to create a more stable and safe America. In what was the largest criminal investigation in history, more than 4,000 FBI special agents and 3,000 support staff members were deployed to the international investigation of the terrorist attacks. Examples of counterterrorism could be found through departments such as Aviation Security, Cybersecurity, Chemical Security, and an overall increase of Law Enforcement.

Criminal Justice

The increased safety measures in America’s post-9/11 criminal justice system have been most evident through the increase in surveillance and preventative measures in its homeland security proceedings. More companies began implementing better hiring practices and more extensive background checks, along with bomb and/or terrorism procedures. Many security companies now send their employees to bomb train class by the FBI and Homeland Security, where they are also trained with armed assault practice to deal with a terrorist in a controlled building. Further increased security methods can be found in the prevalence of bomb sniffing dogs and high tech bomb detecting devices.

Guantanamo Bay

The U.S. Government began its detention of several hundred individuals – Arabic and Muslim noncitizens, specifically – who fit the profile of the suspected terrorist hijackers. A majority of these detainees were imprisoned without charges and without following any previously defined standard.

The Guantanamo Bay detainment facility in Cuba was formed in 2002 and acted as one of the primary locations that these detainees were held. Shortly after its inception, the camp’s prisoner numbers surged when the U.S. Government’s Justice Department advised that the Guantanamo Bay Detention Camp fall outside of the U.S. legal jurisdiction; prisoners captured in Afghanistan began to be moved there that same year.

Over the next seven years, several rounds of legislation would further diminish the rights of the detainees. President Barack Obama signed an order in January of 2009 to suspend the proceedings of the Guantanamo military commission for 120 days and that the facility would be shut down within the year. By January 2010, only 193 prisoners remained, and are to be transferred to the Thomson Correctional Center in Thomson, Illinois.

As one of the three major components of the American criminal justice system, American law enforcement’s main purpose is to maintain order and investigate suspected criminal activity in this country. Begins with New York City

The story of American law enforcement begins in 1626, when the New York City Sheriff’s Office was founded. Shortly thereafter, Boston formed its own “Night Watch” in 1635. This organization later transformed into the Boston Police Department in 1838, which served as the United States’ first local modern police department. Similarly, the New York City Police Department evolved out of the New York City Sheriff’s Office in 1845.

With the invention of law enforcement assets such as the two-way radio, telephone, and police car in the early 20th century, American law enforcement experienced a significant surge and advancement in its ability to respond to crime and serve the public. These changes also led to a change in strategy, as police adopted a more reactive strategy centered around responding to calls for service.

August Gus Vollmer

August “Gus” Vollmer was a leading figure in the development of the United States’ criminal justice system in the early 20th century. As the first police chief of Berkeley, California, Vollmer adapted many principals that he culled from both his own military experience and criminal justice material from Europe. He was able to establish a bicycle patrol and a motorized force, allowing police officers to cover more ground with greater efficiency. He also created the first centralized police records system that led to greater organization for criminal investigations.

Another one of Vollmer’s innovations to the field of American law enforcement was his use of the lie detector in police work. He also encouraged the training and employment of both female and African American police officers.

Focus on Community

American law enforcement saw additional shifts in the 1960s, when more focus was placed on community relations in the wake of urban conflict and racial tension. One of the elements of this reactive reform was an increased diversity in the hiring of law enforcement officials. 30 years later, community-policing strategies became another key element in an ever-adapting law enforcement system, based on the belief that communal interaction and support (such as community members helping to identify suspects, detain vandals, and call attention to local problems) could help reduce fear and crime. City-approved neighborhood watch programs are one of the more well known examples of this community-based approach to American law enforcement.

Most Criminal Profilers work under the FBI and hold the title of special agent. To be eligible, you must be a US citizen and between the ages of 23-27. Job positions in the NCAVC will prefer those holding with a degree in Forensics . It is recommended you at least have a Bachelors in Criminal Justice and preferred that you have your Criminal Justice Masters, or even your PHD in Criminal Justice. However, previous experience as an FBI agent will weigh more. So despite the NCAVC not requiring a specific degree, it will be more beneficial for you if you major in Criminal Justice, Forensics, or Psychology.

Criminal Profiler Job Prospets and Salary

As mentioned, the first step towards becoming an NCAVC agent is landing a job as an FBI agent. Before becoming an NCAVC agent, you must have at least 3 years of work experience as an FBI agent. A criminal behavior concentration in a Masters level program generally exposes students to evaluation of personality traits, crisis intervention, counseling and psychopathology. Through real world examples, students will work with victims and families in crisis counseling.

Most Masters in Criminal Justice programs with a concentration in Criminal Behavior are presented and designed as a practical degree. By working closely with faculty and practicing clinicians student are able to gain an understanding of the relationship between psychology and the criminal justice system

In most cases, schools that offer a criminal behavior degree or criminal behavior certificate will encourage students to participate in a number of hands on or in depth projects. Through taking part in practical projects with faculty advisors, students will gain the skills to work with both victims and offenders. Depending on the program, some students will have the opportunity to work in a research setting dealing with the development of answers addressing problems that exist in group homes, or in agencies that deal with domestic violence, immigration and naturalization services, and or in city police stations.

Criminal behavior degree programs are designed to help students apply the work experience they bring with them to principles of effective treatment or research into treatment options for offenders so that repeat offenses don’t become commonplace.

The research that students complete in obtaining their criminal behavior degree are thus designed to help students simply know which factors make the individual exhibit criminal behavior.

It is important to pursue the understanding of the factors that affect criminal behavior. Without that understanding, it becomes difficult to head off criminal behavior. Even the briefest glimpse into the realm of our country’s criminal justice organization reveals that efforts for criminal correction and rehabilitation constitute a significant portion of this country’s government and legal system. And while several different theories and approaches exist when it comes to considering how to provide a solution to the dilemma of repeated criminal activity, there is little doubt that criminal correction and rehabilitation is an essential component in maintaining a positive and crime-free society.

The most basic and integral concepts that drive the system of criminal correction and rehabilitation can be divided into three main categories: community safety, community restoration, and prevention of re-offense. When someone has committed a crime that has damaged a community and threatened its residents, the greatest priority is to re-establish a sense of security to an environment and send a message –to both citizens and would-be offenders – that no crime will go unpunished.

Things get a bit more complex when dealing with the principal of correcting and rehabilitating criminals. The greatest dilemma in trying to decide what is the most effective way to deal with criminals once they’ve been caught is the relative mystery in the world of criminal justice as to why certain individuals demonstrate criminal behavior in the first place. For every school of thought that stands strongly behind a method in correcting and rehabilitating criminal behavior (whether through psychological investigation, imprisonment, or more experimental techniques), there exists a vocal detractor of said approaches.

It is not without reason that the topic of criminal correction and rehabilitation is such a highly debated topic. Recent studies have revealed that one in every 31 adults (roughly 7.3 million Americans) is in prison, on parole, or on probation. The cost of criminal correction spending was at $47 billion in 2008, and greatly outpaced budget growth in other areas such as education, transportation, and public assistance. These studies also indicated that the increased number of individuals in some form of correctional control also correlated with crime rates that had declined by roughly 25 percent during the past two decades.

Education has played a significant role in helping to drive these numbers. Through the implementation of education, society as a whole has learned the importance of keeping the laws as well as promoting less discriminatory behavior towards ex-criminals. Education within prisons has also ensured that prisoners are able to stay sharp and develop skills that are applicable to the outside world while they serve their sentences. This is maintained through rehabilitation that promotes literacy, psychological counseling, and assessment.

While criminal correction and rehabilitation remains a controversial topic within the criminal justice system, it remains an essential facet in keeping our society safe and free of crime.

High Demand

There’s no better time than now for nurses preparing to enter into the medical care field. The demand for qualified nurses continues to increase as baby boomers across the country continue to age. Accreditation Bodies

So who makes the actual decision about whether a nursing school is accredited or not? There are two national organizations that accredit nursing education programs – the National League of Nursing Accrediting Commission (NLNAC) and the Commission on Collegiate Nursing Education (CCNE). These organizations accredit nursing education programs that offer master’s and bachelor’s degrees.

Different Levels of Accreditation

The same standards and criteria are usually applied by nursing school accreditation organizations when accrediting nursing programs. There are, however, certain periods of time that are granted for nursing school accreditation per individual schools and programs. It’s important to make sure that you understand the length of time for which a school is accredited when deciding upon the nursing school that’s right for you.

“Approved” Status

What does it mean when a school is “approved” by the State Board of Nursing? What this essentially means is that while a school may get the green light by its State Board to train nursing students to be eligible to sit for the National Council Licensure Examination (NCLEX), this does not necessarily mean that the school is also accredited by a national accrediting organization.

Non-Accredited Schools

If you’re considering a school that is approved by their state board of nursing but not accredited by a national nursing accreditation body, it’s important to exercise caution when making your decision about whether or not to attend. Such a designation may not necessarily mean you won’t receive a quality education or be able to sit for and pass the NCLEX examination, but it does usually mean that you won’t be able to attend an accredited nursing school if you chose to further your education (such as RN-to-BSN or Master’s degree programs).

Loans for Nursing

College loans are a good investment to make in your future. They carry a lower interest because the federal government regulates the maximum interest that lenders can charge on federally guaranteed student loans, making the loans easier to pay back. Loan repayment doesn’t begin until six months after graduation.

Stafford Loan

The Stafford Loan is the most common federal student loan available. The Stafford Loan includes the Federal Family Education Loan (FFEL)Program and the William D. Ford Federal Direct Loan (Direct Loan) Program. As a student receiving a Stafford Loan, your funds will be directly dispersed to you. The amounts of this loan are distributed based on need.

Private Loan

Private loans offer higher limits and no payments until graduation, but your interest starts to accrue immediately after the loan is distributed. Private student loans can be made out to either students or parents.

PLUS Loan

PLUS Loans are distributed through FFEL and Direct Loan programs, but are geared toward parents. If you want to apply for a PLUS Loan, you need to be a dependent student enrolled at least half time in your undergraduate education, and your parent has to apply for the loan.

Grad PLUS Loan

If you are either a graduate or professional degree student, you may be eligible for a Grad PLUS Loan. This loan operates under the same terms and conditions as a regular PLUS Loan.

NCLEX Exam FAQ’s

Once you’ve earned a BSN degree from a nursing school , you’ll need to take the National Council Licensure Examination (NCLEX) in order to get your nursing license. Each state board of nursing evaluates this standardized test in order to determine whether or not a candidate is prepared for entry-level nursing practice.

Nursing Exam Eligibility

You’ll need to apply for nursing license from your state board of nursing in order to take the NCLEX exam. Once the board determines that you have met its criteria to take the test, you will then need to register to take the exam.

Nursing Exam Content

The NCLEX examination covers the following categories:

Safe, Effective Care Environment: management of care, safety and infection control
Health Promotion and Maintenance: growth and development through patient life span, prevention and early detection of disease
Psychosocial Integrity: coping and adaptation, psychosocial adaptation
Physiological Integrity: basic care and comfort, pharmacological and parental therapies, reduction of risk potential, physiological adaptation

Exam Registration

You’ll receive an NCLEX Examination Candidate Bulletin in the mail after you’ve applied for a license with your state board of nursing. At that point, you’ll be able to register to take the exam with the National Council of State Boards of Nursing’s testing service. You can register by phone, or by filling out a mail-in registration form.

You’ll receive an Authorization to Take the Test (ATT) once your state board of nursing verifies your eligibility to take the NCLEX. You’ll also receive a list of testing centers and instructions for how to schedule your appointment.

NCLEX Test Details

The NCLEX is a multiple-choice exam that utilizes an interactive system called Computerized Adaptive Testing (CAT). RN candidates must answer at least 75 questions. You’ll have 5 hours to complete the exam; this time window includes time set aside for the introductory computer tutorial as well as two 10-minute breaks.

Your score will be generated at first by the computer on which you are taking it, and then later by the National Council’s testing service. If you are clearly above the passing standard, you’ll pass. If you’re below the standard, you’ll fail. If your results are too close for the system to determine, you’ll be given additional questions until the system can offer its final analysis. RN candidates can take a maximum of 265 questions.

What if I Fail the NCLEX?

If you don’t pass the NCLEX, don’t worry; you’ll have another opportunity to take the exam again. First, you’ll receive a diagnostic profile that outlines both where your areas of knowledge were satisfactory and where they were not. You can retake the exam as many times as you need to, but you will need to wait at least 91 days before retaking the test. Some individual states may impose a stricter limit.
